Can the employer order short-time work?

No. The employees must give their consent and the employer must prove the employees’ consent to the employment agency.

Such consent may already result from collective agreements or a works agreement. The consent may also be already stipulated in the employment contract (e.g. that short-time work will be introduced in the event of a considerable loss of working hours) or may be given by individual consent.
